3828356 - Why am I getting a warning "List item [XXX-XXX] not processed because its parent list item does not exist in the hierarchy"?

Symptom

There is an error when importing the XXXXXX list. The error indicates 'List item XXX-XXX not processed because its parent list item does not exist in the hierarchy". How should the new parent be added to the Concur list? Can this be done through the import process or must we add new parent items manually?
