3828487 - Why does the user not show up as an attendee by default despite the setting 'Include user as attendee by default box' is enabled for an expense type?

Symptom

The setting 'Include user as attendee by default box' is enabled for an expense type.
However, the user does not appear as an attendee by default when creating an entry (the attendee count is displayed as 0).
