3828689 - How do I create an Audit Rule to make ‘Deduct Commute’ mandatory while creating car mileage expense?

I tried to make ‘Deduct Commute’ checkbox as a mandatory field, but I found out that it cannot be done. I was wondering if we can create an audit rule and block expense report submission if the end users don’t use this checkbox.
