3828705 - Why was the Report Limit Approved even when the approver did not have the sufficient approval limit?

The approval limit of the Authorized Approver is 5,000 EUR and the Report Total is 60,000 CNY. Even though the approval limit of the approver was less than the Report Total, on approving the report, it was marked as Limit Approved in the Report Header.
