3828714 - Why does the system calculate a Tax Amount when the rate is set to Zero (0%)?

When configuring Tax Administration, I expect that setting a tax rate percentage to 0% should result in no tax being calculated for that expense. However, I notice that the system still displays a tax amount of 0. Why is a tax amount field shown, even when the rate is 0%?
