3828731 - Why am I unable to create an Expense Report from Request when clicking Create Expense Report?

Our employee is trying to create an Expense Report from his approved Request ID through the following steps, but is just being routed to the Expense Home Page and it is not creating the Expense Report as expected. This is happening only to some employees and is not happening to all employees.

1. Login or proxy to employee's account
2. Go to Requests
3. Click Manage Requests > Active Requests
4. Look for the approved Request ID and double click to open
5. Click on Create Expense Report

User is unable to create an Expense Report via one-click action on the Request ID or by opening the Request ID and clicking on "Create Expense Report".
