3828768 - Why can't I add multiple receipts consecutively when creating a new expense entry?

Symptom

For a newly created entry, I'm able to attach only one receipt, and after attaching it, there's only a Remove button, not an Add button. I have to save the entry, exit, and reenter it to get the Add button. Why is it designed this way?

Environment

Expense > Imaging/Receipts (Not E-Receipts)
