3828814 - Warning: "New user notification email requires "Message Text"."

When I create a new user (also applies to new sponsored user), I receive a pop up warning message  "New user notification email requires "Message Text"." which appears after clicking on the "Save and Notify New User" option.

When an administrator creates a new user/new sponsored user and selected the "Save and Notify New User" option, a warning pop up message "New user notification email requires "Message Text"." appears. , KBA , CON-CA-ADM-USR , User Administration , Problem
