we are using Concur Expense Entry API --> https://developer.concur.com/api-reference/expense/expense-report/expense-entry.html in order to create expenses with API. 

Using the WS User, we want to create an expense for the User 
But we have encountered the following problem trying to create an expense --> {"Message":"This user does not have the correct permissions to create an expense entry on this report."}
