3829159 - Error: "This expense claim/report was created by you. You cannot approve your own claim/report."

I am acting as a Delegate Approver.  When I click the Approve button, I receive the below error message: "This expense claim was created by you. You cannot approve your own claim" or "This expense report was created by you. You cannot approve your own report."  Why am I seeing this error?

Delegate/processor get error :"This expense claim was created by you. You cannot approve your own claim" or "This expense report was created by you.
