3829229 - Error: "This trip has not yet been queued in the reservation system. Please try again in another minute" when trying to approve a trip in SAP Concur

Our approver is trying to approve a trip in SAP Concur and when they click to approve, SAP Concur is returning an error advising "This trip has not yet been queued in the reservation system.  Please try again in another minute".  The trip was also attempted to be approved from the Trips Needing Approval report and was not able to do so.  We have also tried to reassign the trip and still see the error.  Why is this happening and how can we get the trip approved so it does not get cancelled?
