3829302 - Error: "An error occurred due to invalid input. Check the input and try again."

Symptom

When trying to open an expense entry or save an expense, users are receiving the following error message: "An error occurred due to invalid input. Check the input and try again. If the problem persists, please contact your company administrator or help desk."
