3829331 - Employee Import Warning: "Report approver could not be assigned because the approver is not an active employee. Employee_ID: XXXX"

Some of the approver assignments are failing in our nightly employee import process with the following message:

• Report approver could not be assigned because the approver is not an active employee. Employee_ID: XXXX .
• Claim approver could not be assigned because the approver is not an active employee. Employee_ID: XXXX .
• Cash Advance approver could not be assigned because the approver is not an active employee. Employee_ID: XXXX .

When I look at the user profile mentioned in the warning message (Employee_ID:XXXX) the Account Termination Date field is empty, which I thought meant the account is Active. Why is the import process thinking that this account is Inactive?
