3829436 - Why is the Personal Car Mileage expense type not available for our users?

Why am I unable to select the Personal Car Mileage expense type when creating an expense due to the option not showing up.  I've tried scrolling through the drop-down selections as well as searching for the Expense Type.  Why is it not showing up?
