3829557 - Why are exceptions applying to a parent expense's allocations?

I have an itemized expense that's being flagged for missing / incorrect allocation information. When I look at allocations, the report is 100% allocated, and all fields are filled in. We do have an Audit Rule to check for allocation values, but why is it flagging this expense?

Once an expense is itemized, the original acts as a parent expense and groups all itemizations under it. This parent expense retains its field values, but allocations are now controlled by the itemizations under it (and the parent's allocations are blank). , KBA , CON-EXP-EXP , Expenses , Problem
