3829603 - Is it better to have the event for a Duplication Transaction audit rule to be set on Entry Save or Entry Submit?

I am finding out if there will be an issues if I have the Duplicate Transaction Check Audit Rule Event set to Entry Save and not Entry Submit.

Concur Expense all versions
