3829848 - Why is the new JPT expense type sometimes not available in the list of expense types?

Symptom

The new JPT expense type is not available in the list of expense types in the following cases:

After creating an expense with an expense type other than the new JPT, user opens the expense and tries to change it to new JPT expense type

Environment

Expense > Japan Public Transportation (JPT)
