3829903 - Why am I unable to delete a receipt image that is ineligible for an e-Bunsho timestamp?

Symptom

I want to delete a receipt image attached to an expense entry within a report that is "Ineligible" and has no e-Bunsho timestamp, but the Remove button is not available.
Why is this?
How can I remove the image?
