3830459 - Configure Fact Sheet permissions for subscriber-only editing with read access for all

• A capability is requested to restrict Fact Sheet editing so that only users subscribed can edit; all others should have read-only access.
• Read-only should include fields like Tags and Subscriptions to avoid unintended changes and protect the Quality Seal.
• When Read is granted in a subscription-based override for a field or relation, Read is automatically removed from the base role permission for that attribute.
