3830744 - SUM phase MOD_SELROADMAP/DBCONNCHK_BIN fails with SQLSTATE 08001 and Server=(local) on Microsoft SQL Server

Symptom

During an SAP Software Update Manager (SUM) procedure on Windows with Microsoft SQL Server, phase:


MOD_SELROADMAP/DBCONNCHK_BIN

fails with exit code 20.

The `DBCONNCHK_CALL.OUT` file contains errors similar to:


[08001] [Microsoft][ODBC Driver for SQL Server]
Named Pipes Provider: Could not open a connection to SQL Server [2].

[HYT00] Login timeout expired

A network-related or instance-specific error has occurred while
establishing a connection to SQL Server.

Connection 0 failed using:
Server=(local);Trusted_Connection=yes

1EETQ008 Error message: Connect failed
1EETQ008X dbrc = 99
1EETQ003 exit code: "20"
