3830781 - IdP switch from Default to CIS fails in Identity Provider Administration tool with SCI_ERROR — SAP Analytics Cloud

• Attempting to change the identity provider from Default to CIS in the Identity Provider Administration tool results in an error and the change does not complete.
• The provisioning workflow returns state "SCI_ERROR" (for example, progress around 37% observed in HAR).
• The tool may display: "Tenant provisioning failed. Please try again later."
• A correlation/request ID is generated.

1. Open the Identity Provider Administration tool for the tenant.
2. Configure the CIS identity provider and attempt to switch/activate it from Default to CIS.
3. Observe that an error occurs and the IdP change does not complete.
