3830894 - Scan Business Card functionality fails with error 1250000128 – missing state in address for India localization

Symptom

• When using the Scan Business Card functionality in SAP Business One Web Client, error 1250000128 is displayed and the Business Partner is not created.
• The full error reads: `1250000128 - No state found for pay-to address 'XXX'; on the "Addresses" tab, define state information [BPAddresses.State]`
• The issue occurs in India (IN) localization, where the State field is mandatory.
