• In the Development section of a Performance Form and in the development goal UI, selecting a development goal shows an error dialog.
• Error message: "You do not have permission for this action."
• Occurs for users across different roles.
• Despite the error, users can open the goal, edit it, and add comments; the pop-up is recurring and inconvenient.

• Product: SAP SuccessFactors Performance & Goals
• Template Management

1. Open a Performance Form or development goal.
2. Navigate to the Development section.
3. Click a development goal.
4. Observe the error dialog: "You do not have permission for this action."

CDP Transcript (learning) feature was enabled while the required Learning Template access permission was not granted; this caused a permission check to fail when opening development goals.

1. If CDP learning access is not required: Disable the Transcript feature in Provisioning and test opening development goals again.
2. If Transcript must remain enabled: Grant the Learning Template access permission to the appropriate roles in Role-Based Permissions, run an RBP refresh, and test.
3. If the Learning Template does not appear in RBP after granting: Download and re-upload the corresponding Learning template in Provisioning, run an RBP refresh, and test.
