3831376 - Entitlement missing and activation stuck after AI Units purchase (Joule for Developers)

Symptom

You are unable to activate Joule for Developers despite the purchase of AI Units.

The following behaviors are observed:

  • The entitlement for "Joule for Developers" (j4d-abap) is not available in the Global Account.
  • SKU 8019124 does not appear as licensed.
  • Generative AI Hub/GenAI usage is enabled in the SAP BTP cockpit.
  • The activation status in Central Business Configuration (CBC) remains stuck at "Activation in Progress".
  • During the activation process, an HTTP 500 - Internal Server Error is returned when the activation notification is sent to the configured destination endpoint.
  • As a result, the activation of Joule for Developers cannot be completed successfully.
