3831449 - Blank ACCDELDATE for Pre-2019 Records Blocks ILM Destruction for Object VHURL_AC

• In ILM object VHURL_AC within IRMPOL, the time reference COMPLETION_DATE is reported as invalid for a few records, resulting in the error:
  "Date for time reference COMPLETION_DATE of ILM object VHURL_AC invalid."

• For a small number of accounts created on or before 31.12.2018, field ACCDELDATE in table RLACCT is blank despite Status = 3 (deletion flag set).

• Affected records cannot be destroyed via the ILM framework.
