3832054 - 'Create', 'Edit', and 'Copy' actions in Fiori app F5373 – Manage Cost Element Group fail with error "Navigation to this application is not supported"

Symptom

• Fiori app F5373 – Manage Cost Element Group opens successfully, but clicking 'Create', 'Edit', or 'Copy' displays the error: "Navigation to this application is not supported."
• Activating the FCOM_GROUP application as recommended in KBA 3342283 resolves the 'Where-Used List' functionality but does not resolve the 'Create', 'Edit', or 'Copy' actions.
