3832057 - Secondary cost elements cannot be manually added in OKB9 but are created by sFIN migration

Symptom

• Transaction OKB9 does not allow secondary cost elements to be entered manually.
• An error message is displayed when a user attempts to add a secondary cost element in OKB9.
• After sFIN migration execution, entries for secondary cost elements are visible in OKB9.
• There is a behavioral mismatch between manual entry and sFIN migration insertion.
