To clarify the release notes:
Not Preferred vendors will -not- be excluded from the results, Concur just stops supporting the "Not preferred" preference level, meaning we will not show the Not Preferred label on the search results and it does not effect how the results are displayed during booking.

Car Vendor is Not Preferred in the Managed Discounts and does not have a Corporate Discount number - still shows in the results , KBA , CON-CA-TLS-IEM-IMP , Import Credit Cards , Problem
