3833313 - MRP doesn't select production version according to WBS in routing

Symptom

Material has two production versions valid with routing. One of the routings has WBS element assigned and another is not. MRP creates planned order with the production version without WBS routing in project planning, even though the requirement and order are under the WBS segment.
