All roles are unable to rate skills in the Competency section of the Performance Management form. The skill rating fields are grayed out and unavailable for input, preventing users from selecting or updating skill ratings.

Cause
The use-behavior attribute is set to true, which makes the skill rating fields in the Competency section read-only. As a result, the rating fields are grayed out and users are unable to select or update skill ratings.
Resolution
Set the use-behavior attribute to false. This enables the skill rating fields in the Competency section of the Performance Management form, allowing users to select and update skill ratings.
