1570945 - BI 4.0 でライセンスキーを使用して CMS を起動することができない、または BI 4.0 で subsystem.dll エラーが発生する

Central Management Server (CMS) で、"CMSでエラーが発生し、Server Intelligence Agent はクラスタに接続できませんでした。CMS ポートとデータベースの設定が正しいことを確認してください。" というようなエラーが表示されます。

Server Intelligence Agent (SIA) の起動後、イベントビューアに以下のエラーが 1 つ以上表示されます。

• ライセンスキーのエラー: ライセンスキーシステムで不明なエラーが発生しました。
• Faulting application cms.exe, version 14.0.0.996, time stamp 0x4d76b47c,faulting module systemsubsystem.dll, version 14.0.0.996,
  time stamp 0x4d76b421, exception code 0xc0000005, fault offset 0x0000000000028879, process id 0x11ec, application start time 0x01cbe5873bd17404.
• Server Intelligence Agent: サーバ NAME.CentralManagementServer は、
  終了コード 255 (0xff) で停止しました。
• Server Intelligence Agent: サーバ NAME.CentralManagementServer が予期せずに停止しました。

CMS ログには、以下も記録されます。
